Existing law provides that no person be permitted to register or vote who is either under an
order or imprisonment for conviction of a felony unless they have not been incarcerated
pursuant to the order within the last five years or interdicted after being judicially declared
to be mentally incompetent.
New law retains existing law and further provides that no person shall be permitted to
register or vote who is not a citizen of the U.S.
Existing law provides that the voter registration form shall include the questions "Are you
a citizen of the United States of America?" and "Will you be 18 years of age on or before
election day?" and the statement "If you checked 'no' in response to either of these questions,
do not complete the form.".
New law further requires that proof of U.S. citizenship be attached to a voter registration
application.
Effective January 1, 2025.
