Requires school-level reporting by public schools and postsecondary education institutions on programs related to diversity,
equity, inclusion, and belonging and requires the state Department of Education and the Board of Regents to submit
summary reports

institutions to submit a written report on its programs related to diversity, equity, inclusion, and belonging to its school
board and the LA Department of Education (LDOE) or its management board and the Board of Regents (BOR), respectively.
Individual school and institution submissions must be completed and submitted to their respective boards by 10/31/2024.
Provides the criteria for programs that would meet the definition of diversity, equity, inclusion, and belonging. Reports must
include: (1) Purpose and expected outcome of the program; (2) Description of the program; (3) Personnel dedicated to the
program; (4) Funding expended for the program including the specific amount of state funds used. Elementary and
secondary school reports should include information from FYs 2021-22, 2022-23, and 2023-24 and postsecondary
institutions from FY 2023-24. The LDOE and BOR must in turn aggregate the reports into a comprehensive summary that
must be submitted to the Legislative Committees on Education, House Appropriations, and Senate Finance by 1/31/2024.

EXPENDITURE EXPLANATION
There are no significant material costs associated with the proposed legislation. The Department of Education will be able to
utilize existing ad hoc data collection processes to compile the information required.
The four postsecondary education systems all report minimal costs would be incurred to collect data and compile the
required reports using existing staff and resources. The Louisiana State University System anticipates some costs to create
new reporting; however, it can use existing resources to meet those needs. The Southern University System reports current
staff could prepare the required reports at minimal costs. The University of Louisiana System indicates minimal financial
impact to campuses outside of the time required to collect data and compile it into a suitable report. The Louisiana Technical
and Community Colleges System reports minimal to no impact on expenses to accomplish the reporting.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
