Provides relative to the Social Work Licensure Compact
Purpose of Bill: The Social Work Licensure Compact (Compact) bill authorizes Louisiana to join a multi-state program that
facilitates interstate licensing for social workers in member states. The Compact will be administered by the Social Work
Licensure Compact Commission (Commission), composed of delegates from member states, and will come into existence
once the seventh state joins. The bill outlines the powers and duties of the Commission and member states, and provides
details on the multi-state licensing program.
Note: Based on information from the Louisiana State Board of Social Work Examiners (Board), there are six states that have
enacted legislation (Missouri, South Dakota, Utah, Washington, Kansas, and Iowa), five are awaiting governor signature of
legislation (Georgia, Kentucky, Nebraska, Vermont, and Virginia), and 21 have pending legislation.

EXPENDITURE EXPLANATION
This bill may increase agency self-generated expenditures by an indeterminable amount.
State Board of Social Work Examiners: A Board official indicated that participation in the Compact may increase board
expenditures due, in part, to processing multi-state licenses, investigating complaints, providing required information to the
Commission, and contributing to the development and upkeep of the Commission's data system. In addition, this official
indicated that travel costs may increase related to sending a delegate to Commission meetings. The overall impact of this bill
on Board expenditures, if any, is indeterminable at this time due to a lack of available information, as the Compact and the
Commission have not yet been formed.
Louisiana State Police: The bill requires background checks for multi-state licensing applicants, which appears will be
performed by the Louisiana State Police. If this bill increases the number of background checks being performed by
Louisiana State Police, then state police expenditures could increase depending upon whether this additional workload can be
performed using existing resources. The exact amount of this increase, if any, is indeterminable at this time due to a lack of
available information.
REVENUE EXPLANATION
This bill may have an indeterminable impact on agency self-generated revenue.
State Board of Social Work Examiners: A Board official indicated that 916 current licensees have an address outside of
Louisiana. If these licensees choose to stop renewing their licenses due to the availability of a multi-state license, Board
revenue could decrease. However, this official indicated that the Board may impose fees for multi-state licenses, which
would increase Board revenue, offsetting revenue reductions. The overall impact of this bill on Board revenue, if any, is
indeterminable at this time due to a lack of available information, as the Compact and the Commission have not yet been
formed.
Louisiana State Police: The bill requires background checks for multi-state licensing applicants, which appears will be
performed by the Louisiana State Police. If this bill increases the number of background checks being performed by
Louisiana State Police, then state police revenue related to background check fees could increase. The exact amount of this
increase, if any, is indeterminable at this time due to a lack of available information.
