Provides relative to standards for psychiatric hospitals and residential substance abuse facility
Proposed law requires the Louisiana Department of Health to conduct a review and evaluation of the standards for
psychiatric hospitals and residential substance abuse facilities in this state and submit a report of findings to the House and
Senate committees on health and welfare. The report shall contain recommendations for new or revised standards to
improve health outcomes and provide increased accountability, and evaluation and recommendations of accreditation
requirements for psychiatric hospitals and residential substance abuse facilities in this state.
Proposed law provides that the department shall explore potential value based financial incentives for Medicaid enrolled
psychiatric hospitals and residential substance abuse facilities that sustain or exceed quality of care criteria. Proposed law
provides that LDH may consult with any agency, department, board, commission, accreditation organization, or other
healthcare group to conduct its review.

EXPENDITURE EXPLANATION
There is no anticipated direct material effect on the Office of Behavioral Health or LDH to participate in a review and
evaluation process of the current standards for psychiatric hospitals and residential substance abuse facilities in the state,
and to produce a report of the findings to the both Senate and House committees on health and welfare.
Additionally, LDH is further required to explore potential value-based financial incentives for Medicaid-enrolled psychiatric
hospitals that sustain or exceed quality of care criteria. There is no requirement to make such payments under this measure.
Specific criteria and payment amounts are not specified in the bill.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
