Proposed law creates the Louisiana State Interagency Coordinating Council for EarlySteps: Louisiana’s Early Intervention
Program for Infants and Toddlers with Disabilities and Their Families within LDH. All responsibility is directed to the secretary
of LDH.
Proposed law provides for an Executive Director to be hired as an unclassified employee of the office of citizens with
developmental disabilities. The cost of the executive director shall be specified in an interagency agreement between LDH
and the office of the governor.

EXPENDITURE EXPLANATION
There is no anticipated direct material effect on governmental expenditures as a result of this measure. LDH currently funds
the Executive Director position in the office of the governor through an interagency transfer agreement. This measure
authorizes LDH to hire the executive director as an employee of the office for citizens with developmental disabilities.
Information provided by LDH indicates the same level will be utilized in FY 25, including $105,461 in salary and related
benefits, $4,446 in operating expenses, and $3,952 in equipment. The executive director will continue to provide
administrative support to the state interagency council, whose functions will also be moved from the office of the governor to
LDH.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
