Prohibits a person from engaging in picketing at the residence or dwelling of an individual
Current law provides for the definition and applicable penalties for disturbing the peace. Proposed law provides that no
person shall petition, picket, demonstrate, or assemble with other persons within fifty feet of individual’s residence in a
manner which interferes, disrupts, threatens to disrupt, or harasses the individual’s right to control or use his residence;
assesses a fine of no more than $500 for its violation; provides that each day on which a violation occurs shall constitute a
separate offense.

There is no anticipated direct material effect on governmental expenditures as a result of this measure. Proposed law is a
misdemeanor and does not assess a sentence of imprisonment for those convicted of its violation. Thus, governmental
expenditures are not impacted as a result of this measure.
REVENUE EXPLANATION
Proposed law will likely result in an indeterminable increase in local revenues as a result of fines for those convicted of
petitioning, picketing, demonstrating, or assembling with others within fifty feet of an individual’s residence in a manner
which interferes, disrupts, threatens to disrupt, or harasses an individual’s right to control or use his residence. The exact
fiscal impact of the passage of this legislation on local revenue is indeterminable because the amount of fines that would be
imposed on those convicted may vary. The potential revenue will accrue to the local governing authority.
