The bill amends existing laws regarding emergency declarations in Louisiana, specifically R.S. 29:724(B)(2) and 768(B). It allows either the House of Representatives or the Senate to terminate the entire state of disaster or emergency, or any part of the executive order or proclamation, through a petition signed by a majority of the surviving members of that house. The bill specifies that the petition must be transmitted to the clerk of the House or the secretary of the Senate, who will then send it to the governor. The termination of the emergency will take effect upon the transmission of the petition to the governor.

Additionally, the bill removes the requirement for the legislature to consult with the public health authority before terminating a public health emergency. It establishes that the petition can also set a period during which no other emergency declarations may be issued. The effective date of the bill is contingent upon the governor's signature or, if not signed, upon the expiration of the time for bills to become law without signature. If vetoed and later approved by the legislature, the bill will take effect the day after such approval.
