Purpose of Bill: The bill amends Louisiana’s massage therapy laws. The bill prohibits massage therapists from performing
LED therapy as part of their practice, authorizes the Louisiana Board of Massage Therapy (Board) to conduct background
checks on certain license renewal applicants, changes educational and advertisement requirements, and clarifies existing
law.

EXPENDITURE EXPLANATION
There is no anticipated direct material effect on governmental expenditures as a result of this measure.
Officials with the Louisiana Board of Massage Therapy indicated that they do not anticipate any additional expenses as a
result of this bill, and any procedural changes resulting from the bill are expected to be handled by current personnel.
Officials with the Louisiana State Police Bureau of Criminal Identification and Information informed us that there are no
expected expenditure increases from additional background checks that may result from this bill (as the potential number of
additional checks may be minimal).
REVENUE EXPLANATION
This bill may increase agency self-generated revenue for the Louisiana State Police (LSP) due to additional fees
imposed for the background checks as provided for in this bill.
An official with LSP indicated that the bill may result in additional fees imposed for background checks for applicants, which
may increase the agency-self generated revenues of LSP. However, the exact impact is indeterminable as it is dependent
upon the number of background checks performed.
Based on information from LSP, applicants are currently charged $28 for background checks. The state background check is
$26 and the LSP keeps $2 from each FBI background check. Based on information from the Board, there may be be up to 20
additional background checks performed each year due to this bill. Based on this information, LSP revenues could increase
by up to $560 annually (20 applicants x $28 per applicant).
