The bill enacts a new provision under R.S. 15:828(A)(3) that mandates all adult detention facilities operated by the Department of Public Safety and Corrections to provide inmates with access to both a General Education Development (GED) test training program and at least one vocational training program. Additionally, participation in specific rehabilitation programs, such as the Prison Rehabilitation Pilot Program or the Transitional Residential Pilot Program, will fulfill this educational requirement if they include both GED and vocational training components.

Furthermore, starting July 1, 2025, the bill stipulates that the Department of Public Safety and Corrections will compensate each parish sheriff or the governing authority of parishes operating jails with two dollars per day for inmates participating in a GED training program that meets the established requirements. This initiative aims to enhance educational opportunities for incarcerated individuals, thereby supporting their rehabilitation and reintegration into society.
