This bill amends the existing law regarding the Melrose East Crime Prevention District in East Baton Rouge Parish, specifically addressing the district's boundaries, purposes, and the imposition of a parcel fee. The boundaries of the district are expanded to include both sides of specified streets, contingent upon voter approval. Additionally, the bill introduces new purposes for the district, including beautification and improvements, which also require voter approval for the imposition of a parcel fee. Notifications about upcoming elections must be mailed to registered voters and parcel owners in the expanded area at least thirty days prior to the election.
Furthermore, the bill modifies the authority responsible for collecting the parcel fee, transferring this responsibility from the governing authority of East Baton Rouge Parish to the sheriff of East Baton Rouge Parish. The fee structure remains the same, with limits set at $200 for residential parcels and $2,000 for commercial parcels per year. The bill also clarifies that the fee will expire at the end of the term specified in the proposition authorizing it, not exceeding ten years, and may be renewed. The provisions of this Act will not affect the currently levied parcel fee until it expires, and the district's board may call for an election to impose the new fee before the end of 2032.
