This bill enacts new provisions in Louisiana law to establish several special prestige motor vehicle license plates, specifically the "3' for Cyclists," "Support Wildlife Rehabilitation," "St. Thomas Aquinas," "Evangel Christian Academy," "United States Submarine Veterans," "Leesville High School Alumni," and "Humane Society of Louisiana" plates. Each plate will be created by the Department of Public Safety and Corrections, contingent upon a minimum number of applicants, and will be available for passenger cars, pickup trucks, recreational vehicles, motorcycles, and vans. The design of each plate will be developed in collaboration with relevant organizations, and the plates will include specific wording and images as outlined in the bill.

The bill also stipulates that an annual royalty fee of $25 will be collected for each plate, in addition to standard motor vehicle license taxes and a handling fee. The collected fees will be directed to the respective organizations associated with each plate, such as the Metro Bicycle Coalition, NOLA Wildlife Center, and various educational institutions, to support their respective missions. The Department of Public Safety and Corrections is tasked with implementing the necessary rules and regulations to facilitate the creation and distribution of these plates.
