Provides relative to opioid alternatives. (8/1/24)
Proposed law provides that LDH shall not establish more restrictive or more extensive utilization controls, including but not
limited to more restrictive or more extensive prior authorization of step therapy requirements for clinically appropriate non
opioid drugs than the least restrictive utilization controls applicable to any clinically appropriate opioid drug.
Proposed law requires LDH to provide education, and technical assistance on the advantages of non opioid alternative drugs,
and collaborate with political subdivisions and agencies to seek funding opportunities for educational and health care services
related to non opioid alternatives.

EXPENDITURE EXPLANATION
There is no anticipated direct material effect on Medicaid expenditures as a result of this measure. The department is
required to provide education, awareness, or technical assistance to political subdivisions or agencies on the advantages of
non opioid alternative drugs. This measure does not remove the prior authorization process for such non opioid alternative
agents.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
