The bill amends R.S. 17:239(A) to establish new regulations regarding the possession of electronic telecommunication devices by students in public elementary and secondary schools. Starting with the 2024-2025 school year, students will be prohibited from possessing electronic devices on their person during the instructional day unless authorized by the school principal or their designee. If a student brings such a device to school, it must be turned off and properly stored away for the duration of the instructional day, or it must remain off and not be used.

Additionally, the bill includes exceptions for students whose Individualized Education Program, Individualized Accommodation Plan, Section 504 plan, or Individualized Health Plan necessitates the use of an electronic telecommunication device. The effective date of the bill is contingent upon the governor's signature or the expiration of the time for bills to become law without signature.
