The bill amends R.S. 17:239(A) to establish new regulations regarding the possession of electronic telecommunication devices in public elementary and secondary schools. Starting with the 2024-2025 school year, students will be prohibited from possessing these devices on their person during the instructional day. If a student brings such a device to school, it must be turned off and properly stowed away for the duration of the instructional day, or it must remain off and not be used.

However, there are exceptions to this rule. The new provisions do not apply to students whose Individualized Education Program, Individualized Accommodation Plan, Section 504 plan, or Individualized Health Plan necessitates the use of an electronic telecommunication device. The bill is set to take effect upon the governor's signature or after the designated time for bills to become law without a signature, as outlined in the Louisiana Constitution.
