The bill mandates that the chief administrative officer of each publicly owned utility submit a quarterly report to the Department of State, detailing information about residential customers, including their name, date of birth, mother's maiden name, address, telephone number, Louisiana driver's license or identification card number, service connection and disconnection dates, and the last four digits of their social security number, if available. The bill defines "publicly owned utility" as any entity that provides gas, electricity, or water to residential consumers in the state.

Additionally, the bill allows parish registrars of voters to use the information provided by these utilities to verify the names and addresses of registered voters in precincts served by the utility, starting with the fiscal year ending June 30, 2024. If discrepancies arise between the utility's address and the voter's registered address, the registrar is required to send an address confirmation card to the voter. This legislation is set to take effect on August 1, 2024, and aims to improve the integrity of voter registration processes in Louisiana.
