Proposed law decreases to voting age for state and local elections to 17 and clarifies that no one under than age of 18 can
vote in any national election.

EXPENDITURE EXPLANATION
Proposed law will result in increase expenditures of $883,631 in FY 25 and $698,297 in subsequent fiscal years for the
Department of State to lower the voting age in state and local elections to 17. The Department of State indicates that there
will be significant one-time expenditures to implement proposed law including IT development costs ($164,000), reprinting
of the Early Voting Bill of Rights posters ($3,242), and Voting Bill of Rights posters ($7,471).
Below is a breakdown of FY 25 costs and costs and subsequent fiscal years:
FY 25 - $883,631 = $164,000 IT costs + $3,242 Early Voting Bill of Rights Poster + $7,471 Voting Bill of Rights Poster +
$21,242 Voter Registration Applications + $680,376 ballot printing + $7,300 training materials
FYs 26-29 - $698,297 = $10,621 Voter Registration Applications + $680,376 ballot printing + $7,300 training materials
The department indicates that the addition of 17 year olds will require additional voter registration applications. They
estimate that costs to be $21,242 in FY 25. For subsequent fiscal years, because the universe of individuals who can register
to vote is larger, they anticipate needing a higher number of applications per year. They estimate the costs for subsequent
fiscal years to be $10,621.
Proposed law allows 17 year olds to vote in state and local elections. In addition to potentially increasing the size of the
electorate and thereby requiring more ballots to be printed, the department will be required to have separate ballots for 17
year olds when a national instrument is included in the election. They report this will cost an additional $680,376 annually.
Lastly, the department anticipates needing additional training resources for various elections staff and voters in order to
effectively include 17 years olds in the process. Due to the complexity and differentiation between national elections versus
state and local elections, the department anticipates this being a recurring cost of $7,300 for flyers, booklets, and “get the
app” cards.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
