This bill amends R.S. 33:4169.1(A) to clarify the powers of parish and municipal governing authorities regarding garbage and trash collection and disposal. Additionally, the bill defines "exclusive contract" as a written agreement for the collection and disposal of residential garbage and trash across the entire jurisdiction of the respective parish or municipality.

It stipulates that in certain parishes—Lafourche, Vermilion, Rapides, and Washington—such charges can only be imposed after a majority vote in favor from the qualified electors during an election. Other powers retained by the governing authorities include the ability to grant permits and licenses to garbage collectors, enter into time contracts for garbage collection and disposal, and regulate the overall collection and disposal processes.
