This bill amends R.S. 40:539(C)(8)(a) to clarify the civil service status of employees within housing authorities in Louisiana. It specifies that, with certain exceptions, all employees of a housing authority are to be classified under the state civil service. The exceptions include authority members, the executive director, one additional designated employee, and professional employees on a contract basis.

Additionally, the bill introduces a provision allowing a housing authority to opt out of being considered an instrumentality of the state for civil service purposes. If a housing authority determines it should not be included in the state civil service, it can adopt a resolution to that effect and send a certified copy to the director of the Department of State Civil Service. This resolution will take effect upon receipt by the director.
