This bill amends R.S. 40:1321(A) to expand access to special identification cards for minors in Louisiana. Specifically, it allows applicants aged fourteen to sixteen to obtain a special identification card without the signature of a custodial parent or guardian, provided they are accompanied by an adult over the age of twenty-one. This adult must either be someone with whom the applicant lives or a representative from a non-profit agency that assists children under eighteen. The applicant must still present the necessary identifying information and documents, and they cannot be requesting a REAL ID.

The bill also clarifies that applicants who are seventeen years old do not require parental or guardian signatures if they have the necessary documentation. The provisions of this Act are set to take effect on January 1, 2025.
