Provides relative to mental health of inmates
Proposed law creates the Mental Health Transition Pilot Program; provides eligible inmates with transition services in the community;
requires any inmate participating to not be released before his earliest release date; requires the Department of Public Safety &
Corrections (DPS&C) to administer the program and contract with private or nonprofit entities to provide and procure mental health
transition services for eligible inmates; allows DPS&C to refer an inmate who has a mental health condition to be placed in the program;
mandates that DPS&C place up to 500 eligible inmates in the program each fiscal year; mandates DPS&C adopt rules to implement
provisions of the program; provides eligibility criteria for inmates participation; requires each inmate to receive services in the program for
at least 90 days; requires eligible inmates to be offered healthcare services, case management, housing, psychiatric management, and
drug testing; requires DPS&C to comply with law regarding awarding of contracts for program; requires DPS&C to conduct an annual study
to determine recidivism rates of inmates (released from incarceration for no less than 2 years after release) receiving mental health
transition services; requires DPS&C to evaluate each inmate and provide the information to the contracted entity; requires DPS&C to
submit a written report to the Senate President, Speaker of the House, and the JLCB on or before December 31st of each year.

EXPENDITURE EXPLANATION
Proposed law will result in a significant, but indeterminable increase in SGF expenditures in the Department of Public Safety & Corrections
- Corrections Services (DPS&C-CS). However, to the extent the individuals in the program would be eligible and enrolled in Medicaid upon
release, then a portion of these costs would be covered by Medicaid, which includes healthcare services, and psychiatric management
services, and prescription drugs. If services are provided by Medicaid, a portion of the costs would be covered by Federal matching funds.
Department of Public Safety & Corrections - Corrections Services
Proposed law will likely result in an indeterminable increase in SGF expenditures in the DPS&C-CS, to the extent that the agency incurs
costs associated with case management, housing, drug testing, and transportation for those who participate in the Mental Health
Transition Pilot Program. The projected budget for these services is as follows:

* Note: DPS&C-CS projects that any emergency and transitional housing that would be provided procured via contracted services for
seriously mentally ill inmates who are released would require a minimum RFP issued for $500,000, but anticipates it to likely be higher.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
