Provides relative to notice of the reason for changes to polling places
Current law requires the parish governing authority to inform the Secretary of State of all polling place location changes.
Proposed law requires the parish governing authority to include the reason for the change in the notice of change.
Current law requires the Secretary of State to maintain a list of polling place locations on the Secretary of State’s website
and allows parish elections officials to publish polling place locations on their website, where applicable. Proposed law
requires the Secretary of State to include the reason for polling location change on the website and to provide the list of
polling place changes in a sortable format. Proposed law further allows parish election officials who maintain a website to
publish a list of polling location changes on their website and provide a clearly visible link to the list on the Secretary of
State’s website.

EXPENDITURE EXPLANATION
Proposed law will result in an increase in expenditures to the Secretary of State and to local governing authorities to
implement proposed law. The Secretary of State reports a one-time expenditure of $32,000 SGF for IT development of the
website to include the reason for each change with the polling location change and provide it in a sortable format.
Proposed law may also result in an increase in Local Funds expenditures for parish Registrars of Voters and Clerks of Court if
they choose to update their websites; however, such impacts are nuanced and situational. Proposed law requires the parish
Registrar of Voters or Clerk of Court to publish a list of polling place location changes within the parish and the reason for
each change on their website, as well as provide a link to the list on the Secretary of State’s website. The impact to the
parish election officials will depend on whether they currently provide a list of location changes on their website and whether
there is an additional burden of adding the reason and the link the the Secretary of State’s website. The costs of adding
information will vary from parish to parish and depend on the website interface and the labor costs associated with making
changes to the website.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
