Existing law requires that to receive a certificate of registration as a registered cosmetologist,
esthetician, or manicurist, a person shall have, at the time of completion of the required
schooling, the equivalent training as would be contemplated in the satisfactory completion
of the tenth grade from an approved high school.
New law retains existing law and adds that a person who has earned the equivalent of a high
school diploma from a nonpublic school not seeking state approval also may be eligible to
receive a certificate of registration as a registered cosmetologist, esthetician, or manicurist.
Existing law authorizes the La. State Bd. of Cosmetology (board) to license by name any
registered cosmetology school as an educational institution authorized to operate educational
programs beyond postsecondary education provided the school meets requirements,
including that the school enrolls as students only individuals who have earned a high school
diploma from an approved high school, a general equivalency diploma, or education
equivalent of a diploma from an approved high school.
New law retains existing law and adds that the board has the authority to license by name any
registered cosmetology school as an educational institution authorized to operate educational
programs beyond postsecondary education provided the school also enrolls as students
individuals who have earned the equivalent of a high school diploma from a nonpublic
school not seeking state approval.
