This bill enacts R.S. 33:2740.70.6 to establish the Shreveport I-20 Economic Development District within the city of Shreveport. The district is defined as a political subdivision of the state and is created to foster cooperative economic and community development, enhance property development, improve infrastructure, and promote employment opportunities within its boundaries. The bill outlines the specific geographical boundaries of the district and explicitly excludes existing pathways of Interstate 49 and a section of Texas Street from its jurisdiction.

Governance of the district will be managed by a five-member board of commissioners, appointed by various local representatives and organizations, including members of the Louisiana Senate and House of Representatives, as well as local chambers of commerce. The board will have the authority to adopt rules, manage finances, and oversee public improvements and services within the district. Importantly, the district will not have the power to levy taxes or make decisions regarding the planning and operation of the I-49 inner city connector or Amtrak high-speed rail. The provisions of this act will remain effective until August 1, 2029.
