ACT 4 (HB 1) 2024 Regular Session McFarland
New law provides for the ordinary operating expenses of state government for FY 2024-
2025.
Appropriates $42.1 billion, of which $11.2 billion is State General Fund (Direct) (SGF).
Compared to the FY 2023-2024 existing operating budget (as of Dec. 1, 2023), SGF
appropriations in the FY 2024-2025 budget decreased by $2 million and total state effort
(SGF, fees and self-generated revenues, and statutory dedications) increased by $342.8
million.
Other means of financing for FY 2024-2025 include: interagency transfers at $1.2 billion,
fees and self-generated revenues at $3.5 billion, statutory dedications at $4.7 billion, and
federal funding at $21.4 billion. Compared to the FY 2024-2025 existing operating budget
(as of Dec. 1, 2023), this equates to a reduction of $98.9 million in interagency transfers, a
reduction of $107.2 million in fees and self-generated revenues, an increase of $452 million
in statutory dedications, and a decrease of $2.9 billion in federal funds.

VETO MESSAGE:
"Please allow this letter to inform you that I have signed House Bill No. 1 of the 2024
Regular Session. However, I have exercised my line item veto authority granted to me to veto
4 items. This enrolled bill contains over 33 appropriations to Non-Governmental
Organizations (NGOs) and local governments totaling over 16.5 million dollars. We
reviewed these appropriations to determine if they serve an appropriate government function
and if the appropriation was an efficient and effective use of state resources. Prior to next
legislative session, we plan to work with the legislature to develop criteria for what type of
NGO requests represent the best use of our scarce state recourses.
Based on our review, I have exercised my line item veto authority granted to me to veto 4
items, as follows:
