Provides relative to occupational licenses. (8/1/24)
Proposed law requires a board to issue an occupational license or certification to a person if: the applicant holds a current
and valid occupational license or certification in another state in an occupation with a similar scope of practice; the applicant
has held the license or certification in the other state for at least one year; the other state required the applicant to pass an
examination or meet certain standards; the other state holds the applicant in good standing; the applicant does not have a
disqualifying criminal record as determined by the board in this state; the applicant does not have a disciplinary action or
investigation pending in another state; the applicant pays all applicable fees; and the applicant provides proof of Louisiana
residency. Proposed law requires the Board of Medical Examiners and the Board of Veterinary Medicine issue a conditional
license pending normal licensure. Proposed law allows the Board of Dentistry require an applicant complete an initial clinical
licensure examination. Proposed law allows a board to require a jurisprudential examination. Proposed law allows the
Horticulture Commission administer an examination as necessary. Proposed law provides for an appeals process.

EXPENDITURE EXPLANATION
Proposed law will likely result in an increase in expenditures, assumed to be SGR and Statutory Dedications, in FY 25 by
various Boards and Commissions to develop new exams and integrate proposed law requirements into management
software. Any such increase in expenditures is nuanced and situational. While some boards have reported no changes in
costs as they already have their system setup to follow proposed law, others have reported an increase in costs to
development exams and applications for applicants who qualify for licenses under proposed law. In addition, some boards
report an increase in workload to research other state requirements and verify applicants have held the certification for one
year, are in good standing, and do not have any pending actions or investigations. Based on conversations with various
boards, the LFO assumes these costs can be absorbed in the board’s operating budget.
REVENUE EXPLANATION
Proposed law may result in an increase in revenues, assumed to be SGR and Statutory Dedications, to the extent proposed
law leads to an increase in the number of applicants applying for a license and paying any associated fees. There is no way
to predict the number of applicants who will apply for a license or certificate based on proposed law, therefore the total
increase is unknown at this time.
