EXPENDITURE EXPLANATION
There is no anticipated direct material effect on governmental expenditures as a result of this measure. Proposed law limits
the withdrawal of monies from the Capital Outlay Savings Fund to fund capital outlay projects for which a specific
appropriation is made in a bill enacted by the legislature. Proposed law does not place a limit on the expenditure of monies
from the fund but changes the timing of when monies can be appropriated out of the fund.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
