Provides that public institutions of postsecondary education furnish public records without charge to student media
organizations affiliated with the institution
Proposed legislation will require public postsecondary education institutions to furnish copies of records free of charge to any
student-produced media outlet affiliated with the institution and funded in-whole or in-part by fees levied by the institution
or students enrolled in the institution.

EXPENDITURE EXPLANATION
The proposed legislation may create a nominal expenditure impact if public postsecondary institutions realize an increase in
requests for public records as a result of the enactment of this legislation. The number of such prospective requests cannot
be quantified or estimated. Generally, state agencies recoup these expenses through reasonable fees charged to requesting
entities to reimburse the costs of duplication and distribution. Since the proposed legislation requires an institution to furnish
copies of records free of charge, this fiscal note assumes that any such nominal expenses would be expended as SGR by the
institution. To the extent the number of public records requests considerably increases under this measure, or the volume of
documentation required per request increases, an institution could experience an increase in costs. If these requests are
fulfilled by electronic means as opposed to paper hard copies, the costs per request could be mitigated significantly.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
