This bill enacts R.S. 13:5554.13, establishing the LaSalle Parish Sheriff Retired Employees Insurance Fund (LSREIF) to assist in covering group insurance premiums for eligible retired sheriffs and deputy sheriffs in LaSalle Parish. The fund will be supported by discretionary contributions from the sheriff and will invest its assets in the Louisiana Asset Management Pool. Earnings from these investments can be withdrawn solely for paying insurance premiums or legal representation costs, but only after the fund's total reaches $2.5 million. If the fund's balance falls below this threshold, no earnings can be withdrawn, and any necessary payments will be made from the sheriff's general fund.

Additionally, the bill mandates annual audits of the LSREIF by the legislative auditor, with costs covered by the sheriff's general fund. An investment advisory board will be established to provide recommendations on fund investments, consisting of the sheriff or a designee, one retired sheriff or deputy sheriff, and one active deputy sheriff, all appointed by the sheriff. The board will elect a chairperson and must fill any vacancies within a specified timeframe.
