This bill amends the Children's Code to enhance the provisions regarding the care and treatment of children in the custody of the office of juvenile justice. Specifically, it requires the Department of Public Safety and Corrections to ensure that children in custody obtain a certified birth certificate and a valid six-year identification card within thirty days of their commitment. Additionally, the department must ensure that these records are available upon the child's release from custody, with a stipulation that failure to obtain these records does not impede the child's release.

Furthermore, the bill introduces a new section that prohibits the court from dividing legal and physical custody of a child when assigning custody to the department. It also maintains the requirement for the department to prepare a comprehensive transitional plan for each child at least six months prior to their release, addressing various needs such as education, health, and living arrangements. The effective date of the bill is contingent upon the governor's signature or the expiration of the time for bills to become law without signature.
