HB 20 2024 Regular Session Riser
Present law (R.S. 25:220) provides that the expenses or costs of maintenance of certain
public libraries shall be paid monthly by the parish or municipal governing authority
establishing the library, including the salaries of librarians and other employees and other
incidental expenses. Provides that expenses and maintenance costs shall be paid out of the
funds specially budgeted for library purposes from the general fund or out of special taxes
for the library's support and maintenance. Provides that expenses and costs are subject to
approval by the board of control of the library.
Proposed law would have made an exception to present law that would have transferred the
administration of and accounting functions for funds of the Catahoula Parish Library from
the parish governing authority to the library board of control.
VETO MESSAGE:
"Please be advised that I have vetoed House Bill 20 of the 2024 Regular Session.
House Bill 20 transfers the administration and accounting functions for library funds from
the parish governing authority to the library. This change leaves the parish governing
authority without the recourse provided by La. R.S. 25:225(E)(l) if the library does not adopt
and implement the policy requirements in R.S. 25:225.
For these reasons, House Bill 20 will not become law."
