The Senate Concurrent Resolution No. establishes the Task Force on Local Impacts of Carbon Capture and Sequestration in Louisiana. This task force is created to study the benefits and revenue streams associated with carbon capture and sequestration (CCS) projects, which are gaining renewed interest as a method to reduce greenhouse gas emissions. Given Louisiana's advantageous position with ample pore space for storage and existing infrastructure, the state aims to leverage CCS for economic growth, job creation, and increased energy production. The task force will consist of appointed members from both the Senate and House, as well as representatives from the attorney general's office and the Louisiana Mineral Law Institute.
The task force is required to hold its first meeting by August 15, 2023, and will operate under the rules of the Louisiana Senate. It will seek input from various stakeholders, including government entities, landowners, citizens, academic institutions, and industry representatives. The task force is tasked with submitting a final report by February 15, 2024, after which it will disband. Members will serve without compensation, except for any per diem or expense reimbursements they may be entitled to from their respective organizations.
