House Resolution No. by Representative Turner urges the Louisiana Department of Health (LDH) to establish a work group tasked with studying alternative assessment instruments for determining reimbursement rates for Intermediate Care Facilities for the Developmentally Disabled (ICF/DD). Currently, the Inventory for Client and Agency Planning (ICAP) assessment tool is used to evaluate the needs of ICF/DD residents, but providers have raised concerns that it is outdated and fails to account for critical individual characteristics such as medical issues and physical disabilities. As the population served by these facilities ages, the limitations of the ICAP tool have become increasingly problematic, leading to referral denials for individuals with complex needs.

The resolution calls for the work group to explore the potential for a standardized assessment tool that could be applied across various programs serving individuals with disabilities, including home and community-based services. The group will include representatives from the Louisiana Medicaid program, the Office for Citizens with Developmental Disabilities, and the Community Provider Association, among others. The work group is required to submit a written report of its findings and recommendations to the House Committee on Health and Welfare by February 1, 2024.
