The bill enacts Chapter 3-G of Title 15 of the Louisiana Revised Statutes, establishing the Child Abuse and Neglect Registry. It mandates that individuals convicted of specific felony offenses against minors must register as child abusers. The offenses include aggravated battery, domestic abuse battery, and second-degree cruelty to juveniles, among others. Upon conviction, offenders will receive written notification of their registration requirement, which must be completed within three business days of their release. The registration process involves providing detailed personal information, including addresses, employment details, and physical characteristics. Failure to provide accurate information can result in fines and imprisonment.

The Louisiana Bureau of Criminal Identification and Information is tasked with maintaining the registry, which will be publicly accessible with certain exemptions for sensitive data, such as social security numbers and victim identities. The registry will also allow for automatic notifications to the public regarding offenders' movements within specified geographic areas. Registration duration is set at ten years for first offenses and a lifetime for subsequent offenses. The implementation of this registry is contingent upon legislative funding and is set to take effect on July 1, 2024.
