Existing law provides that a local governmental subdivision, upon reasonable written
request, may review the business records of a cable service provider or video service provider
to the extent necessary to ensure payment of the franchise fee in accordance with existing law
New law provides that a review shall not address any records produced more than three years
from the date the review is commenced, except as otherwise provided in a local cable
franchise agreement, between a cable service provider or video service provider and a local
governmental subdivision, that is in effect at the time of the audit.
Effective August 1, 2023.
