This bill enacts two new special prestige motor vehicle license plates in Louisiana: the "Juneteenth" plate and the "Louisiana State University 2023 NCAA Women's National Championship" plate. The "Juneteenth" plate will be established by the Department of Public Safety and Corrections, contingent upon a minimum of one thousand applicants. The design will be selected in collaboration with the Southwest Louisiana Juneteenth Committee, Inc., and will include the word "Juneteenth." An annual royalty fee of twenty-five dollars will be collected, with proceeds directed to the SWLA Juneteenth Committee, Inc. The "Louisiana State University 2023 NCAA Women's National Championship" plate will also be created, with a design that includes the year "2023," and will require an annual fee of fifty-one dollars, part of which will be retained by the department for administrative costs.

Both plates will be available for passenger cars, pickup trucks, recreational vehicles, motorcycles, and vans, and will be issued in the same manner as other motor vehicle license plates. The bill outlines the responsibilities of the Department of Public Safety and Corrections in terms of design, fee collection, and rule promulgation for both plates. Additionally, the funds collected from the LSU plate will be used exclusively for academic or financial need-based scholarships at Louisiana State University. The bill aims to promote cultural recognition and support educational initiatives through these specialty license plates.
