Establishes a workforce training initiative to serve public assistance recipients. (gov sig)
Proposed law provides for an advisory board to assist state partners in supporting the goals and objectives of the workforce
initiative created by Act 271 of the 2018 Regular Session to design an implement a pilot workforce training and education
initiative for certain public assistance recipients. Proposed law establishes the members who will serve on the advisory
board. Proposed law changes the initial area served to the following parishes: Concordia, East Carroll, Madison, Morehouse,
Ouchita, Richland, St. Landry, and Tensas.

EXPENDITURE EXPLANATION
Proposed law is anticipated to result in an indeterminable, but minimal, increase in state expenditures associated with travel
reimbursements. The proposed law creates an advisory board to work with the heads of the state agencies to administer the
Workforce Training Initiative. The members of the board shall serve without compensation; however, board members may
receive travel and other reimbursements as permitted in the official state Policy and Procedure Manual (PPM49) for attending
board meetings that take place in any of the parishes served by the initiative or East Baton Rouge parish. While there may
be costs associated with travel reimbursement and administrative support of the advisory board, they are expected to be
minimal and absorbed within each member’s respective constituent organization. For informational purposes, the current
mileage reimbursement rate is $0.56 per mile not to exceed a maximum of 99 miles per round trip and/or day. Additionally,
advisory members who are also legislative members shall receive a legislative per diem of $168.
REVENUE EXPLANATION
There is no anticipated direct material effect on governmental revenues as a result of this measure.
