Amend KRS 341.416, relating to suspected unemployment insurance fraud, to require the Education and Labor Cabinet to refer suspected fraud cases to the United States Department of Labor and to remove the Kentucky Justice and Public Safety Cabinet and the United States Department of Justice from the required referral.

Summary of Amendment: House Committee Substitute 1

Summary Retain original provisions, except amend KRS 341.350 to include an exemption to the work search requirements for employees with a bona fide return-to-work or recall-to-work prospect that is no longer than 1 year from the filing date of the initial or reopened claim; define "bona fide return-to-work or recall-to-work prospect"; require the secretary of the Education and Labor Cabinet to deny or rescind confirmation of a prospect if it does not comply with federal law; EMERGENCY.
