Summary of Original Version

Amend KRS 173.490 and 173.730 to allow a county judge/executive to appoint members to a public library board of trustees and fill vacancies with the approval of the fiscal court and without consultation with the previous board members or the Department for Libraries and Archives.

Summary of Amendment: Senate Committee Substitute 1

Summary Retain original provisions, except allow a library board to make one recommendation rather than two to the judge/executive regarding appointments to a library board; allow the judge/executive to appoint an individual of his or her choosing if the recommendation is rejected and the alternative procedure has been adopted; allow for the same process to be used regarding recommendations from the state librarian and commissioner to fill vacancies.

Summary of Amendment: Senate Floor Amendment 1 -- G. Boswell

Summary Delete Sections 1 and 2 of the Act in their entirety and reinsert sections amending KRS 173.490 and 173.730 to allow the county judge/executive to make appointments to a library board after considering one recommendation from the board.
