The bill mandates the University of Kansas to establish and operate a statewide data repository for anonymous human trafficking data by January 1, 2028. The repository aims to collect and analyze data to understand the scope and trends of human trafficking in Kansas, evaluate the effectiveness of state-funded initiatives, inform law enforcement and state agencies in their efforts to combat human trafficking, and improve services for victims through evidence-based interventions. The university is tasked with designing and maintaining the repository, developing a method for law enforcement agencies to submit data at no additional cost, and analyzing the data to identify effective initiatives.

Additionally, by July 1, 2028, law enforcement agencies, the Kansas Bureau of Investigation, and county or district attorneys are required to submit anonymous data related to human trafficking investigations and prosecutions. This includes details about the alleged offenses, demographics of offenders and victims, and information on victim services. Starting July 1, 2029, the University of Kansas will provide an annual report to key state officials regarding the data collected in the repository. The act will take effect upon publication in the statute book.
