The bill mandates the Kansas Supreme Court to develop or procure a court date reminder program by June 30, 2027, aimed at sending advance notifications to individuals with scheduled court dates for criminal cases or infractions. Starting July 1, 2027, all courts are required to utilize this program to send notifications via text message, email, telephone calls, or mail, depending on the contact information available for the individuals. Participation in the program will be free, and individuals will be automatically enrolled if valid contact information is available, with the option to opt out of future notifications.
The program will send multiple reminders, including a welcome message when a case is opened, reminders seven days and one day before the court date, and notifications for missed appearances or overdue payments. Law enforcement and court personnel are encouraged to collect current telephone numbers during various interactions with defendants, and individuals cannot be penalized for refusing to provide their number. Additionally, the program will feature a publicly accessible website for individuals to update their contact information and enroll in the program.
