The bill mandates that all individual and group health insurance policies in Kansas develop a plan to provide adequate coverage and access to pain management services. This includes coverage for nonopioid and nonnarcotic medications, as well as nonmedication alternatives to opioids for pain management. Insurers are required to submit their plans to the department of insurance, which will evaluate the adequacy of access to these services and ensure that there is no undue preference for opioid prescriptions over other pain management options.

The provisions of this bill will apply to all health insurance policies executed, delivered, issued for delivery, continued, or renewed in the state starting January 1, 2027. The act will take effect upon its publication in the statute book.
