This bill mandates the Secretary of State to conduct biannual comparisons of the statewide voter registration system with the federal Systematic Alien Verification for Entitlements (SAVE) database. The first check must occur no later than 180 days before a federal general election, and any potential noncitizen matches identified must be sent to the relevant county election officials for immediate review. County election officials are then required to notify the affected voters, place them in a challenged status until their citizenship is confirmed, and remove any individuals confirmed as ineligible from the voter rolls.
Additionally, the Secretary of State, in collaboration with county election officials, is required to submit an annual report to the legislature detailing the outcomes of these checks. This report must include the number of records checked, potential noncitizen flags, and the number of voters removed from the rolls due to the verification process, along with any recommendations for improving voter roll accuracy. The bill also emphasizes the secure processing of SAVE data and related voter information, ensuring that personally identifiable information is not publicly disclosed except as mandated by law.
