This bill aims to enhance protections for veterans and their beneficiaries regarding the claims process for veterans' benefits. It prohibits individuals from receiving compensation for assisting with veterans benefits matters unless permitted by federal law. Additionally, it establishes that contracts related to veterans benefits must not require the release of access credentials or waive rights under the Kansas consumer protection act or federal law. If such prohibited provisions are included in a contract, they will be considered prima facie evidence of an unconscionable act under the Kansas consumer protection act.

Furthermore, the bill mandates that the Kansas office of veterans services provide counseling to potential claimants about the benefits claims process, with the exception of certain types of benefits. A contract with a service member or their survivor will only be valid if the claimant has completed this mandatory counseling. If a for-profit claims service provider fails to ensure this counseling is completed, their contract will be void and also considered prima facie evidence of an unconscionable act. The bill also includes a severability clause to ensure that if any part is deemed unconstitutional, the remaining provisions will still be enforceable.
