This bill amends K.S.A. 32-989 to increase the service charge fee for licenses, permits, stamps, or other issues from a maximum of $1.00 to $2.00. Additionally, the service charge fee for migratory waterfowl habitat stamps is raised from a maximum of $0.50 to $1.00. The bill specifies that the secretary of wildlife and parks, as well as county clerks and appointed agents, may charge and retain these fees, with certain exceptions outlined for fees established by law and for transactions conducted by approved telephone or internet agents.

Furthermore, the bill repeals the existing section of K.S.A. 32-989, consolidating the changes into a new legal framework. It also stipulates that any funds collected from these fees will be managed according to existing laws and that county clerks will deposit collected fees into the county general fund. The act will take effect upon its publication in the statute book.
