This bill allows licensed physical therapists in Kansas to perform certain capillary blood tests, specifically point-of-care laboratory testing classified as CLIA-waved tests by the Centers for Medicare and Medicaid Services. The permitted tests include lactate and blood glucose, which can be used to gather information related to muscle metabolism, exercise tolerance, or rehabilitation status. However, the bill clarifies that such testing does not grant physical therapists the authority to diagnose medical conditions and that results should only be used to support physical therapy evaluations and treatment planning or to comply with a physician's order.

Additionally, the bill mandates that physical therapists or the facilities where testing is conducted must obtain and maintain a CLIA certificate of waiver, and testing must adhere to manufacturer instructions, including staff training requirements. Importantly, physical therapists are prohibited from billing third-party payers for these tests as standalone reimbursable services, although they may charge patients for the reasonable cost of testing supplies. The act will take effect upon its publication in the statute book.
