The bill amends the Kansas Pet Animal Act to enhance the care and management of animals in shelters. It authorizes animal shelters to transfer neonate animals in need of treatment or care to foster homes, ensuring these vulnerable animals receive appropriate care. Additionally, the bill requires shelters to display photographs of animals at a location other than the shelter during the holding period, which is defined as a minimum of three full business days. This aims to increase visibility and the chances of adoption for the animals.

The bill also makes several deletions from the existing law, including the removal of specific phrases related to the holding period and the process of animal disposition. After the holding period, the governing body of a political subdivision or the board of directors of a humane society will have ownership of the animals and will determine their disposition. Proceeds from the sale or other disposition of these animals will be directed to the respective treasurers, ensuring that no individual benefits financially from these transactions. The existing section of K.S.A. 47-1710 is repealed, and the act will take effect upon publication in the statute book.
