The bill establishes a new distinctive license plate for delta waterfowl, which will be available to Kansas residents who own or lease passenger vehicles or trucks registered for a gross weight of 20,000 pounds or less, starting January 1, 2027. Applicants can obtain one delta waterfowl license plate per vehicle upon proper registration and payment of the regular license fee, along with a logo use royalty payment ranging from $25 to $100, as determined by the board of directors of delta waterfowl. The application process requires submission at least 60 days before the vehicle's registration renewal date, and the license plate is non-transferable, although it can be transferred from a leased vehicle to a purchased vehicle.
Additionally, the bill mandates that annual renewals of the delta waterfowl license plate must include the payment of the annual royalty fee to the county treasurer. If the fee is not paid, the applicant must return the license plate. The board of directors of delta waterfowl, with the director of vehicles' approval, will design the license plate, and applicants must consent to the release of their motor vehicle record information to the board and the state treasurer. The bill also stipulates that the collection and remittance of annual royalty payments will be made monthly to the delta waterfowl foundation, as specified in the new legal language inserted into the current law.
