This bill mandates that all individual and group health insurance policies, as well as other health coverage plans, must impose no cost-sharing requirements for diagnostic and supplemental breast examinations for breast cancer. The legislation defines "cost sharing" to include deductibles, coinsurance, copayments, and any maximum limitations on these out-of-pocket expenses. It specifies the types of examinations that qualify as diagnostic and supplemental, which include various advanced imaging techniques such as contrast-enhanced mammography and breast MRI, particularly when conducted based on personal or family medical history or other risk factors.
The bill also includes provisions for HSA-qualified health insurance policies, allowing them to be exempt from the no cost-sharing requirement if necessary to maintain their status as HSA-qualified. However, this exemption does not apply to preventive care coverage mandated by existing laws. Additionally, the bill states that certain existing provisions in K.S.A. 40-2248 and 40-2249a will not apply to this new section. The law is set to take effect on January 1, 2027, following its publication in the statute book.
