The bill mandates that large load data centers in Kansas must implement closed-loop cooling systems to reduce water consumption. Specifically, it prohibits these data centers from using open-loop cooling systems that release water vapor into the atmosphere. The legislation defines a "data center" as a facility that houses computer and network systems for managing and processing digital data, and a "large load data center" as one with a monthly maximum electrical demand of 1 megawatt or more.
Additionally, the bill empowers the attorney general, as well as city, county, or district attorneys, to seek legal remedies, including temporary or permanent injunctions, against any violations of this new requirement. The court is granted jurisdiction to enforce these provisions and issue appropriate judgments. The act will take effect upon its publication in the statute book.
