The bill prohibits cities and counties in Kansas from enacting or enforcing any ordinances or resolutions that would require landlords to lease properties to tenants who receive financial assistance through the housing choice voucher program or any other housing assistance program. Specifically, it prevents local governments from restricting landlords' ability to consider the source of income when evaluating prospective tenants, as well as from limiting the methods landlords can use to qualify tenants based on credit scores, eviction history, and other relevant criteria. Additionally, the bill prohibits any ordinances that would limit security deposit amounts or require landlords to provide an automatic right of first refusal to tenants.
Furthermore, any existing ordinances or resolutions that conflict with this new law and were adopted prior to July 1, 2026, will be rendered null and void. The act will take effect upon its publication in the statute book, reinforcing the legislative intent to maintain landlords' discretion in tenant selection and financial arrangements.
