This bill establishes a new program for distinctive license plates in Kansas, specifically for the organizations Pheasants Forever, Inc. and Quail Forever. Starting July 1, 2026, residents of Kansas who own or lease passenger vehicles or trucks weighing 20,000 pounds or less can apply for these specialized license plates. The application process requires compliance with existing registration laws and the payment of a logo use royalty fee, which will range from $25 to $100, as determined by Pheasants Forever, Inc. The county treasurer will collect this fee, and the plates will be designed by Pheasants Forever, Inc. with the approval of the director of vehicles.

Additionally, the bill stipulates that the license plates are non-transferable, although the director of vehicles may allow a transfer from a leased vehicle to a purchased vehicle.
